A long-awaited and all-important Government white paper on EVs in SA has been released by Trade, Industry and Competition Minister, Ebrahim Patel, reports The South African Government News Agency.

Critically, for the local automotive industry, the white paper on EVs in SA outlines a comprehensive electric vehicle roadmap. At its core is a set of policy interventions tailored to the South African automotive industry.

“It is a product of constructive engagement with stakeholders, including government, industry and labour, to chart a sustainable transition path for the industry,” Patel said on Monday at a briefing in Pretoria.

In revealing the white paper on EVs in SA, Patel said the primary goal was to transition from Internal Combustion Engine (ICE) vehicles to a ‘dual platform’ that includes EVs by 2035. Patel explained that the transition is necessary with changing demand in export markets and the nation’s commitment to reducing greenhouse gases.

“The compelling reasons behind this transition are numerous. Foremost is the urgent need to reduce greenhouse gas emissions and combat climate change. Additionally, we recognise the pivotal role the automotive industry plays in South Africa’s economy, as a driver of economic growth,” said Patel.

“This white paper on EVs in SA presents a comprehensive approach to the transition, while minimising the perils. It draws on extensive international and domestic research. And is grounded in the principle that decarbonisation should not lead to de-industrialisation. But rather a deepening of the automotive value chain locally,” Patel said.

WHEN WILL WE SEE LOCALLY PRODUCED EVS?

Patel said South Africa could see the first locally produced electric vehicles as early as 2026. The Minister in the Presidency, Khumbudzo Ntshavheni, said the white paper on EVs in SA supports the expansion of new and existing manufacturing plants for the production of EVs in the country.

Lastly, the all-important white paper follows the publication of a Green Paper back in 2021. In it, the government which sought extensive industry consultation from assemblers, component makers, organised labour and the public. And all of it helped to shape the policy actions now being taken.
